We engage communities, help councils attract investment and inspire the next generation through the power of storytelling.
From £100 million regeneration campaigns to record-breaking festivals and myth-busting recruitment films, Title Pro helps councils tell powerful, authentic stories that make a lasting impact.
Local authorities face one of the toughest communication challenges in the UK and that is balancing regeneration, reputation and recruitment, all whilst staying connected to the communities they serve.
In today’s visual world, it’s not enough to announce change. People need to see it, feel it and believe it.
That’s where storytelling comes in.
The Story
At Title Pro, we’ve partnered with Bolton Council and other local authorities to create films and campaigns that don’t just inform, but actually inspire and promote genuine change.
Investment Campaigns
We’ve helped councils communicate their regeneration vision with clarity and emotion, contributing to campaigns that helped Bolton Council secure over £100 million in inward investment.
Our storytelling reinforced a simple but powerful message: Bolton is open for business, full of opportunity, optimism and growth.
Community & Events
From the Bolton Food & Drink Festival (now breaking visitor records year after year) to tourism and town-centre campaigns, our visuals have celebrated what Bolton does best, people, culture and community spirit.
These aren’t just highlight reels. They’re storytelling tools that remind residents, visitors and investors why their town matters.
Recruitment & Talent
Attracting young talent to local government can be tough, so to help shift perceptions, we worked with Bolton Council on a Myth-Busting Recruitment Campaign designed to show what it’s really like to work in the public sector.
The outcome was remarkable:
Under-25 staff numbers nearly doubled from 4% to 8%
The campaign reshaped how young people viewed careers in local government
Council employees described feeling “seen, valued, and inspired”
The Impact
“The final video is exactly what we wanted, you really understood the brief and got the tone and feel just right. We’ve shown this to lots of younger people who are our target audience and they’ve all loved it. “Since filming, we’ve increased our under-25s in the Council from just over 4% to almost 8%, and our myth-busting video has really helped with this.”
— Karen Fairhurst
“Worked with Title on various projects now and their service quality is nothing but exceptional. They showcased great creativity, communication, and professionalism — even under tight deadlines.”
— Jordan Fairhurst
The Results
£100M+ raised in inward investment
Record-breaking attendance at Bolton Food & Drink Festival
2× increase in under-25s employed within the Council
Boosted community engagement and civic pride
